Policeman accused of raping boy placed on $200,000 bail by Magistrate

A serving member of the Guyana Police Force (GPF), on Thursday, faced one count of engaging in sexual penetration and one count of engaging in sexual activity, both allegedly committed against a boy, when he appeared at the Whim Magistrate’s Court.

Police Constable Neal Dookram, 24, who lives on the East Bank of Demerara, was brought before Senior Magistrate Alex Moore. He was not required to plead to the indictable charges, contrary to the Sexual Offences Act. He returns to court on February 16, 2023.

They Break News understands that a video surfaced earlier this year of Constable Dookram allegedly engaging in sexual acts with a 15-year-old boy. Reports indicate that the sexual encounters between the duo occurred sometime during March of last year.

Just under a week ago, interdicted Policeman, Wayde Padmore was jailed for 10 years for engaging in sexual activity with a 14-year-old girl during October 2020.

On the last day in October, Padmore, 25, the father of a three-year-old boy, was found guilty of that offence by a mixed 12-member jury.

Appearing before Justice Sandil Kissoon at the Sexual Offences Court in Demerara, the disgraced Policeman sat in disbelief as the jail sentence was handed down.

In sentencing the convict, Justice Kissoon declared that the 10-year jail sentence, which is the maximum punishment for that offence under the law, was “wholly insufficient”, especially given the circumstances of this case and the fact that Padmore is Policeman.

Section 11 (3) of the Sexual Offences Act states that a person who engages in sexual activity with a child under the age of 16, is liable on summary conviction (trial in the Magistrate’s Court) to imprisonment for five years and on conviction on indictment (trial in the High Court) to imprisonment for 10 years.

Meanwhile, Padmore is awaiting a retrial for allegedly raping the same girl, who is now 16, after the jury was unable to arrive at a verdict for that offence on October 31.
